Strange system/page layout moves

Hi all, I have a lead sheet I'm mostly finished, now just spacing the staves on the pages.
Sometimes when i highlight a measure to move it down to the next system, and then press the down arrow, finale moves it onto the next page, leaving a lot of blank space on the original page, which I don't want. Then when I try to highlight the measure on the now next page and move it back, finale won't let me.
Any ideas what's going on? I'm on v25 on mac os

Thx, margins are 0.5" all around... I've even tried copy and pasting the entire lead sheet into a new score, same behavior. FWIW, this lead sheet originally was from an xml that I created from pdf sheet of music, there were lots of weird text things and other stuff I had to delete and change. Not sure if that's related or not.

Hit ⌘, (= Command-comma), and go to
Preferences - Edit, the pane Automatic Settings
1) In the pop up menu Reflow Measures, what menu item is chosen?
2) What automatic settings have a check mark?

Documents converted from pdfs can introduce forced System and Page breaks, as well as Begin a New Staff System in the Measure Tool. Look for those as a possible cause of unwanted behavior.

Since {Automatic Update Layout} is off, you might discover something if you try a “manual” Update Layout on the document, while it is in its {before} state (as at the beginning of your video).
Utilities menu > Update Layout

That probably cleared all those locked systems that can mess things up. Once you get to know the program better, you'll know what's under the hood, and these things will be easier to fix. Exporting to xml and then reimporting has a certain level of loss, generally, but it seems, in your file, it worked.
