I added a "blank staff" to a score using Score Manager. I clicked on the Full Name and changed it to "Whistles" and Abbr Name to "Whstl".
But when I go to Edit Part, the name in the upper left is "Part 31". Where and how do I change this? Driving me crazy.

Are using the "dynamic" text block (Text tool, menu -> Inserts -> Part/Score Name) ?
Place it on the score, it will display as "Score" (or whatever is written in the File Info window).
In the parts, this text block displays the instrument name.

You need to go to Manage Parts, where you can change the part name (Edit button). Part name and staff name are distinct.

If you add a staff that way Finale doesn't know what instrument you wanted so it gives it a number. I might have added a Percussion 2 staff and chose Accessories. Then labeled it as Whistles.

If you do Generate Parts (whole document), the manually assigned staff names will be used for the linked parts. However, if you manually generate a part, or want to change the name of a part, then you need to do that manually in manage Parts.
