removing the measure number from a zero measure

In Finale 2006:
Measure Tool.
Double-click the measure.
In the dialog box Measure Attributes, deselect the option "Include in Measure Numbering".
It's also possible in Finale 2005 and earlier, but it takes more work.
In this example let's say that you want to exclude Measure 33 from measure numbering:
Measure Tool.
Measure menu > Measure Numbers > Edit Regions...
The dialog box Measure Number appears.
To avoid a measure number on Measure 1, either...
A. Set the measure number region to include Measure 2 through 32.
In the pane Measure Numbering, number the first measure in the region as number '2'.
...or...
B. Set the measure number region to include Measure 1 through 32.
In the pane Positioning & Display, select the option "Hide First Measure Number in Region".
Note that the option "Hide First Measure Number in Region" is overridden by the option "Always Show On Multimeasure Rests".
So the measure number '1' will display if the part begins with a multimeasure rest.
This is the reason why I prefer solution A.
Click the button Add to duplicate your measure number region.
Set the new region to include Measure 34 through 999.
In the pane Measure Numbering, number the first measure in the region as number '33'.

Thanks for your advice, Peter.
I did as you suggested, and chose solution A (I have Finale 2005).
I don't want measure 36 included in the total measure count, as it's an zero measure.
Region 1 therefore extends from measure 2 to 36 (show as 1 to 35), and region 2 from 37 to 999 (show as 36 to 998). The first measure in Region 1 is 1, and the first measure in Region 2 is 36 -- at least in theory.
The problem is that measure 36 is evidently stil included in the count. What am I doing wrong? Rember that I cannot actually select the zero measure to do anything else, as it is apparently invisible, and has zero width.
