It is a page break. It can be created or cancelled in the Page Layout menu.
It forces the system to be at the top of the next page (Page view).

In case you were wondering, it's non-printable, so won't appear in your score when you print it or export as PDF.
User of Finale since version 3.0 on Windows.

I created it by mistake on the first system while editing a documents layout. I have never seen it at the beginning of a score and did't recognize it...
