Hello,
I am working on something in finale where I need two seperate rhythms within a measure. I figured out how to do layers. But when I put in the different rhythm it comes out weird with rests.

Each layer has to have the correct number of beats. So if you want that quarter note to be the only note in layer two, the program will fill the measure with rests. You can hide the rests by selecting them, and tapping the H key.

Passing notes are not usually placed in a separate voice. Perhaps you really want the following?
2020 M1 Mac mini (OS 12.6) Finale 25.5, Dorico, Affinity Publisher, SmartScore 64 Pro, JW Plug-ins, TG Tools, Keyboard Maestro

Or maybe you want to launch a layer mid-measure. That can also be done. Can you post a picture of what you want? Then we can help.
