I have a 14 page arrangement with mostly 2 to 4 measures per page - pretty note dense. There are two places where finale tries to cram 5 measures into one score and the lyrics are overlapping. The music spacing (note or beat) function isn't fixing it and of course when I try dragging the bar lines using the measure tool, it just makes another of the measures smaller. Anything else I can try? Thanks.

Can you move a measure or two to the previous or following systems?

Sounds like you've got some systems locked. You might try unlocking everything (in the Selection tool, press Ctrl-A to select all, then press U) then respace (press 4 on the top row). Then tweak from there. When you move a measure up or down to another system, Finale will lock those systems.
