couldn't change to normal barline

At the third measure, I need it to be a normal barline. But I could change it back to normal maybe because of the instrument change? How can I change it?

In Document Options/Barlines, uncheck "Double barline preceding key changes". If you want one after unchecking that, you can do it manually.

Take a look at
Document Options - Barlines
Is the option {Double Barline Before Key Changes} selected or de-selected?
