Hello. I want to avoid the "Accidental Mover Tool" every time. How can I do?

I don't thing there's a way. "Behind Bars" opines, for two-note chords, "the higher accidental goes closest to the chord, the lower one is offset to the left," which is what Finale is doing. This is probably arbitrary, and no better than your way, but you need to determine if it's worth the trouble to manually fix. It seems equally readable either way to me.

In Document Options/Accidentals, try unchecking "Use cross-layer accidental positioning". Make sure to apply spacing after ward. The accidentals will swap places.

I generally leave that option checked, because I haven't had a problem in most instances. However, with that option checked, the Flat on the Layer 2 note is right up against the barline, which isn't a good look at all.

I've already tried, but I always have to change it manually.

After I uncheck that option, I respace to get the desired result. Maybe you have something else going on in your settings. It works for me.
