Confuse over tie or slur.

Below is an oddity that I don't know how to handle. The composer uses this pattern thought out his piece. With what little training I did get in piano is that when two notes are the same plane use a tie, when the are not on the same plane you use a slur. I feel the the middle margin should be a slur but the rules say a tie. besides I did not know that you could change a note when you start a tie.

F# to F natural is a slur, not a tie. Being on the same line doesn't mean the same pitch. Change the tie to a slur.
