What does this refer to. Cue: 2nd VIN This piece is for 1st Horn. And why do I have whole rest with the 8th note rest showing down on the bottom line.

it's probably simply to indicate what's happening in the 2nd violin at that time, as an aide to the horn.

Some of these things knock me for a loop. Just too simple for my mind.

What about the second part. With the whole rest and eighth rest down on the bottom line? And did you noticed how the notes change size after the violin part.

Indicating a whole rest with cues is standard. I just serves to reinforce that this is a cue, not to be played.

I think part of the problem (at least it was for me) is that in band scores, "cue" in a part can mean "play if there is no (insert another instrument name)".
For example, it's common to have an alternate "cue" line for a saxophone to play when there is no cor anglais in the band.

but then, in orchestral parts, small notes during rests (usually around 75% size to a regular note) means "this is what is being played by THAT instrument while you twiddle your thumbs doing nothing". There are whole note rests, at full size, that indicate that your part is, at that time, silence (unless you're a percussion player, at which point you are bound to drop some noisy instrument or piece of equipment at precisely the wrong moment during the performance).

However, it's unusual to see the word "cue" included in the latter type of cue. normally you only have the instrument name. In this case it (normally) would just be written "violin 2".

I think what you say is true for high school band arrangements. In this case, it's hard to imagine a horn filling in for an entirely-missing second violin section! It is indeed redundant to say "Cue:".

I just don't get it. All that wasted space. This piece has 197 margins. That occupy two sheets of paper. From margin 9 through 43 the horn plays nothing but the notes for the violin are printed instead. The same thing for 59 through 97 and 141 through 177. With that much space saving s this piece could have been print on 1 piece of paper instead of two.

it just sounds like a poorly constructed part.

(measures, not margins. margins is the distance between the edges of the sheet of paper and outermost edges of the printed music)

With so many rests, the horn needs something to find his or her place when they have to play. Only a few measures, though, not dozens!
