Page of only chord charts

I am trying to create a page of only guitar chord diagrams for students. Finale seems to only allow chords and their fretboard diagrams to be attached to measures. I put a couple measures at the top of the page to satisfy this but then it thinks I am running out of space and I cant create anymore.

Have you tried to create an empty staff, with 0 line (via the Score Manager -> Staff), and nothing in it (uncheck time, key signature, rests, etc... in the Staff Attributes, via the Staff tool) ? Just keep what you need.

I am not sure what you mean by your words “the measures still remain”.
Indeed the measures are there, but they are not visible.
At least they are not visible for me.
Did you de-select everything in the Staff Attributes? - Is something still visible?

Even though the measures are invisible, the chord charts I create are cramming themselves together like they are attached to a measure. I am trying to create the fretboard diagrams without being attached to measures at all so I can space them how I want throughout the page. I tried creating a blank chart through the setup wizard but it wont let me proceed without measures.

Indeed the fretboard diagrams are attached to beats in measures.
But you can
- set the time signature as needed (does not have to be 4 beats per measure),
- arrange the measures in systems so that there are 3 measures in a system, 4 measures in a system, 5 measures in a system, or …
- adjust the vertical system spacing so that the systems take vertical space as needed.
