Where might I find, or how might I create, up-bow and down-bow signs in parentheses for my Articulation palette? I am using Finale Engraver for the most part.

As Far As I Can Tell, {up-bow and down-bow signs in parentheses} can not be found in the Finale Engraver font.
1) I would use the Articulation Tool.
In the Articulation Designer you can create an articulation as a {font character articulation} or as a {shape articulation}.
If you choose Character, then you can choose a font character (Finale will display the Symbol Selection window).
But you already knew that.
If you choose Shape, then you can choose a shape (Finale will display the Shape Selection window).
In the Shape Selection you can click the button {Create…}.
You get to the Shape Designer which is a drawing environment inside Finale.
In the Shape Designer you can create a shape composed of multiple items.
You can create one text block, and type all the characters you need.
Or you can create multiple text blocks, and position the text blocks as needed.
By The Way:
The default font size is 24 Points.
2) If you can accept using another font, like e. g. the Finale Maestro font, then you have more options.
The following symbol is avail able in the Finale Maestro font, in font slot # E626:
