If I understand the problem correctly, the Finale document contains 3 staves:
- Violoncello (= 1 staff)
- Piano (= 2 staves).
But you are trying to move the systems (not the staves) closer together - right?
The following is an overview - For Your Information.
If you just want to solve your actual problem, skip to 3).
1) You can see - and edit - the default formatting values for new systems/pages here:
Document menu > Page Format > Score…
Changing the default values will not affect already existing systems/pages.
2) To insert the default values in already existing systems/pages:
Page Layout Tool.
Page Layout menu > Redefine Pages > …
3) To edit margins in already existing systems:
Page Layout Tool.
Page Layout menu > Systems > Edit Margins…
You get to the dialog box Edit System Margins. *)
If you - before going to Edit System Margins - make a selection, then the dialog box will default to the selected.
*) You can also use the context menu to get to the dialog box Edit System Margins.
