rebarring in Finale for Windows 27.3

I want to shorten the value of the last note in a measure and change the meter to match the measure's revised contents.

When I try to do this, Finale for Windows 27.3 permanently pushes the last value of the measure (a 16th rest) into the next measure _before_ the new meter signature, where the eraser tool is unable to remove it.

Please tell me how to rebar without losing the ability to erase notation.

The following images show (above) the measure in question _before_ rebarring, with 16th rests in all relevant parts; and (below) the measure in question _after rebarring.

You should be able to select the last “real” note in the measure, and use the right arrow to move to the stray rest and delete it.

If I understand you correctly, you need to shorten the measure by a 16th (so that there is no longer room for the final 16th rest) - right?

Also, you need to Rebar the music so that the 16th rest moves into the beginning of the following measure, and the music after the 16th rest is “pushed over” by one 16th - right?

It can be done via two measure plug-ins:

First, you split the measure at the 16th rest:
1) Selection Tool.
Select only the final 16th rest.
2) Plug-ins menu > Measures > Split Measure…
The plug-in will split the measure so that the 16th rest is alone, in a measure by itself.
By default, this 1/16 measure is not included in the Measure numbering.
Whether a measure is included in Measure Numbering, is an option in the Measure Attributes:
Measure Tool.
Double-click the measure.
In the right side of the Measure Attributes you will find the option
Include in Measure Numbering
You can select or de-select this option as needed.

Next, you merge the 1/16 measure with the following measure:
1) Selection Tool.
Select the 1/16 measure and the following measure.
2) Plug-ins menu > Measures > Merge Measures

I think the O.P. wants the excess that results from shortening the measure to be discarded rather than pushed forward. It seems like with Rebar Music unchecked in the Time Signature dialog, Finale should just discard the extra notes/rests. I've seen more than one person ask for this lately. But alas, that's not how it works.

In that case it is an easy one:

In place of the 16th rest you will get an extra, empty measure.
To delete the extra, empty measure:
Selection Tool.
Double-click the empty measure, and delete it.
