Unlock Page?

How do I solve this situation? Is there a Unlock Page, like Unlock Systems?

Yes. Look in the Page Layout menu.

The “Padlock” icon at the right end of the first system is a “system lock” that locks the system with two measures in it.
To lock a system:
Selection Tool.
Utilities menu > Lock Systems
(and the command to Unlock is in the Utilities menu as well)

The “Page Break” icon at the left end of the following system is a “page lock” that forces the system to, always begin a new page.
To insert a Page Break:
Page Layout Tool.
Page Layout menu > Insert Page Break
(and the command to Delete a Page Break is in the Page Layout menu as well)
