Reordering staves

How do I reorder staves? I accidentally placed the piano above the vocal parts and now want to move it below. I checked Help and it said:

"Choose the Staff tool icon. The Staff menu appears.
Choose Staff > Reorder Staves."

However, when I click the Staff tool (treble clef), no menu appears. There are only little squares which allow me to change the spacing between the staves, but not reorder them.

So, ??

Never mind. I found another way of doing it. I went to the score manager and still couldn't figure out how to move the staves around, but I selected "choral" instead of "orchestral" and voila the piano staves migrated to the bottom.

When you select then Staff tool, the Staff menu should appear in the top menu bar (along with File, Edit, etc.) Are you saying it does not show there?

You can also go to the Score Manager, and drag the staves up or down with the three horizontal lines at the left end of each staff.
