Perhaps you want to do what's shown below because of the pickup measure.
I temporarily removed the repeat, deleted your measure 5, ran the split-measure plug-in on measure 4, then put the repeat sign back at the split point. They've inexplicably changed the split-measure dialog from "Split measure after X beats" to "Split measure X beats," which is more confusing. (Why did they do that? Programmer's English is poor?)
Also, if you have a pick-up measure, after clicking OK in the Split Measure dialog, you'll get some warning about a partial measure, which you can just ignore by clicking Continue.

Well, my bad. I thought that I deleted this post. Motet you hit the nail on the head. I was having some problem with how to explain what I needed help with. You are truly amazing.
