measure number problems (1st and 2nd time bars)

I have a piece with a repeated first section. There is a first time bar at bar 35, and a second time bar at bar 36. But there is a key change between the first and second time bars.
The problem is that Finale, for some reason, gives bar number 36 to the key change (which is not really a bar at all). How should I adjust the regions so that the first time bar is bar 35, and the second time bar bar 36?

I'm not sure I understand the problem.

1. If you switch to Measure Tool, and double-click the first measure of the 2nd ending, you get a Measure Attributes dialog box.
Does this dialog box say that the measure is measure 37?
Or 36?
If it says 36, then the issue is a measure number position problem.

2. While you are in the Measure Tool, go to
Measure menu > Measure Numbers > Edit Regions...
and see whether you have more than one measure number region in the document.
The measure number on the key change could also come from a "zero-measure", i. e. a measure with Blank Notation and zero width.
I that's the case, then the solution is to use two measure number regions, one region before the "zero-measure", and another region after the "zero-measure".

Problem #2 is a little easier to solve in Finale 2006, since in Finale 2006 you can exclude a measure from Measure Numbering.

Yes, there are two measure regions. The first is from 2 to 36 (shown as 1 to 35) and the second from 37 to 999 (shown as 36 to 998). The key change is counted as bar 36 (I can't remember, but I may have inserted a zero measure at some stage). Should I make the second region from 38 to 999 (shown as 37 to 998)? But then what happens to bar 36?

It might be a better idea if you make the second region from 38 to 999 (shown as 36 to 997).
