You can create new instruments in the window Instrument List.
Note that you can view the window by staves or by instruments.
It's generally a good idea to assign each instrument to its own, unique channel.
However, two different instruments are allowed to use the same patch (= sound), even if they don't share the same channel.

But perhaps what you really want, is to add staves?
You can add staves with the Staff Tool.
Take a look in the Staff menu, and you will see what I mean.
NB:
When a staff is selected, new staves will be inserted above the selected staff.
If no staff is selected, new staves will be added to the bottom of the score.

In Finale you do it the other way around:
Add the staff to the whole document.
Enter the music, and lock the systems so that each system contains exactly the number of measures you want.
Switch to Page Layout Tool, and optimize the empty staves away.

Mass Edit Tool.
Select the region you want to copy.
Hold down the correct modifier keys (Windows: Shift-Ctrl ; Mac: Shift-Option), and click where you want the first copy.
A dialog box appears, asking how many time you want to copy.

there is one problem though. i want to copy severral bars until the end of the piece, but the part i want to copy doesn't start until the 25th bar.i want to copy everithing from bars 25 to 49 until the end.(the second entry on a cannon) but everytime i do it it copies from bar 1. so on bar 50 i get another 24 bars of silence then the music starts to late.

how can i make it so that it only copies from bar 25???

sorry for the questions.but thanx

i looked with mass edit tool but i can seem to find out how to do it

The empty measures you have optimized away, are still in the document - they just don't display in Page View.
You can still see the empty measures in Scroll View.

It sounds like you have selected all the measures in the staff - including the first 24 empty measures.

This method works for me (Mass Edit Tool):
1. Click measure 25 to select it.
2. Shift-click measure 49.
Now the region from measure 25 to measure 49 is selected.
3. Hold down the correct modifier key combination (WinFin: Shift-Ctr ; MacFin: Shift-Option), and click measure 50.
The selected region gets copied.

I suppose that you are still using Finale 2003?

1. You can insert the tempo change as an expression.
The expression can also affect playback tempo, if you edit the expression's playback effect to set a tempo.

An expression with playback effect will override the tempo setting in the window Playback Controls.

Note, however, that tempo changes made with the Tempo Tool will override tempo changes in expressions.

In Other Words:
The tempo hierarchy is this:
Tempo Tool
Expressions
Playback Controls

2. I understand your problem.
In Finale 2003 you can't mix fonts in a text expression.
Mixed fonts in a text expression was one of the new features in Finale 2004, so you will get the feature if you upgrade.

However, you can mix fonts in Finale 2003 - with a clever workaround:
Create the expression as a shape expression.
The trick is that the Text (sub-)Tool in the Shape Designer allows you to mix fonts in a text string.

For the metronome marking I warmly recommend the EngraverText fonts.
They are beautiful, and easy to use:
EngraverTextH looks like Helvetica
EngraverTextNCS looks like New Century Schoolbook
EngraverTextT looks like Times

In Other Words:

If you - in the Shape Designer - begin the text string with Allegro con moto in Times, you should end the text string with the metronome marking in EngraverTextT.

If you begin the text string with Allegro con moto in New Century Schoolbook, you should end the text string with the metronome marking in EngraverTextNCS.
