I define oboe and bassoon staffs in my Finale .mus file. I save as .mid with each given a midi track and everything works ok.
I define tenor and bass (for a choral work) staffs in Finale. When I save as .mid, EVEN WHEN I CHOOSE EACH TO HAVE ITS OWN TRACK, I wind up with only a single mid track with both voices on the single track.
How do I get tenor ansd bass chorus voices to be reflectted in a midi with each on its own track?

If I understand you correctly, you tell that you, in the dialog box Export MIDI File Options choose "Format 1 - All instruments Saved to Separate Tracks"?
If the resulting MIDI file only has one track with both voices on the single track, then I suspect it's because your document uses the same instrument for tenor and bass.
Take a look in the window Instrument List.
What instrument is used in the tenor staff?
What instrument is used in the bass staff?
The two staves shouldn't use the same instrument.
If they are, create a New Instrument for the bass staff, and assign the new instrument to its own, unique channel.
You may use the same sound as the "tenor instrument", just make sure the two instruments are assigned to different channels.
