Is it possible to set this up by using expression tool, not the tempo tool?

Indeed.
Just change the time signature from 4/4 to 8/8.
Beaming may be a problem, since 8/8 will group 8ths one by one, and 16ths two by two.
But you can quickly change the beaming when you are done entering the notes:
Mass Edit menu > Rebeam > Rebeam to Time Signature...
