To unbeam:
Speedy Entry Tool. Use the / key to join and break beams.

To create cross staff notation:
Enter both 8th notes in the same staff.
Switch to Note Mover Tool.
Note Mover menu - Cross Staff Notation
When you click the staff, you will get handles on the notes in that measure. Drag the handle to the other staff.

After that you may like to switch to Special Tools Tool, and experiment with some of the Special Tools, especially Beam Angle Tool and Reverse Stem Tool.

I've worked with the reverse stem and beam angle tools, only to find that I am unable to cross-staff beam notes which aren't already beamed to other notes within their own staves (without crossing to another). Am I going to have to customize note-tails for these beamless few so that I might connect them with others?

Ex: one 16th note framed by two rests, which I'd like to beam with another 16th note in the same situation, only one 16th over on the staff below it.

Enter the notes and rests in the same staff, and you can beam notes and rests together as you like.
Use Cross Staff Notation to move one 16th to the other staff.
