I have a score written in 3/4 time at a tempo of Q = 146
essentially I want to halve all of the note durations to make it easier to read, and change the meter to 6/8 at the equivalent tempo
what is the best way to go about doing this?

Select all
Then go to the time signature tool and change it to 6/8
Then make sure everything is still selected and then go to Utilities>Change>Note duration and then set that to 50% and make sure "Rebar Music" is selected. You make need to use EDUs to rebeam the music in the time signature tool however this should get you on your way.

however I actually found it cleaner to do things in this order:
a) Change meter from 3/4 to 6/4. This removes barlines while leaving the notes in tact.
b) Reduce value of notes by 50%, halving everything and leaving empty space in the measures
c) Change the meter from 6/4 to 6/8, aka adjusting the meter to fit the note values.
This cut back on beaming/note tie errors, at least in the case of this score.
