blank page usage

I tried to modify the cluttered measures in my piece by insetring a blank page and transfering some material onto it. However, I cannot figure out how to perform that action since the page remains blank no matter what I do. Does anyone know how to execute this? Thanks a lot.

Blank pages are not made for putting music on them, they are only for being blank or for textblocks.
If you want to change your layout, use the page layout tool!
To move measures to a different place in your composition copy and paste them to where you want them.
