You can add the numbers as articulations (with the Articulation Tool) or as expressions (with the Expression Tool).

You probably have some fonts with encircled numbers, e. g. Wingdings.
Also, with the Expression Tool you can add a circle around any expression.

For fast work, consider programming metatools for the fingerings.

If you have the full Finale, load the Guitar Articulations library.

File menu>Load Library...Tablature Libraries folder>Guitar Articulations

The arpeggio is in the articulations, already.

The arpeggio/broken chord symbol can be found in the Articulations, under nr 31 (at least in Finale's default file).
It even has a handle which you can use to expand it if needed.

You can create just about anything you want. If you can post a picture of what you need, maybe we can help you learn to do it.

I'm not sure, what symbol you have in mind, when you use the word "rasgueado", but take a look at the attached document (in Finale 2001 format).
It shows rasgueado notation created with the Expression Tool.

Numbers in a circle exist in some fonts, but I can't remember which ones.
But a quick solution can be achieved with Expressions :
Create (in the Miscellaneous category) an expression with the number 1, use Enclosure Shape -> Circle (use Edit to adjust the size of the circle).
Then duplicate the expression, edit : replace 1 by 2, and repeat the operation for the other numbers.
When you are done, save the expression library and load it into your templates, so it is available in future documents.

That is complicated! Someone (not me!) should put together a library of Flamenco shapes and methods!

Some possibilities: the arrows can be found in the EngraverTextNCS and EngraverTextT fonts.

Example #4 can be done with one of the line tools.
