Use the Page Layout tool and Insert Blank Pages. You can change the page numbering with the Text Tool > Edit Page Offset.

The Page Number (created with Text Inserts) should cover a page range starting on page 3 via Edit Frame Attributes (3 through 0).
Page offset should be -2.

Did you define the page range 3 through 0 ? And I assume that the page numbers have been created via the text menu- inserts - page number ?

You need to replace the “pesky” page number by the text insert ‘Page Number’:
Text menu > Inserts > Page Number (and memorize the keyboard shortcut if you need to do this in many documents)
