Loaded Libraries duplicate

From your screen shot it looks like you have loaded a library with expressions - and various expression categories.
What seems to be duplicated, is the set of expression categories (not the library file).
My guess is that the library file itself does not get duplicated = after you have loaded the library, the Libraries folder still contains only one copy of the library file.
Before we can try to duplicate your issue, we need more info:
1) Exactly what library file did you load?
2) Into exactly what Finale document? (perhaps an older Finale document created in an older Finale version?)
3) Before you loaded the library, did some of the expressions already there have a programmed expression metatool?
When you load an expression library, the new expressions are loaded without any programmed expression metatools.
Only the categories at the top of the expression category list (= the categories that already were in the document) contain expressions with programmed metatools.
I suggest that you contact MakeMusic’s Tech Support about this issue.

I'm working on a project where I have a series of short pieces for which I have to make lots of custom expressions (mostly in the Expressive Text category) that have French words with various special letters. Some of the expressions are repeated, so in order to avoid to re-make them all the time, every time when I finish a piece I save its library and then I load it in the new piece.
You're right, what gets duplicated is the categories, not the libraries themselves.
When I save a library I check all the bullets (Articulations, Chord and Fretboards, Clefs, etc.)
I would appreciate if you can replicate the situation and see what gives.

I spoke with makemusic and from their reply I gather that this is normal.
I was expecting that when loading/adding a library the categories to merge, but that's not what happens. My bad.

Yes, that's the problem, of course — that it's "normal."
A "normal" that makes no sense, resulting in a dialog box with unnecessary duplication of categories.
Your "my bad" is supremely ironic.
