Finale doesn't remember working folder

If I open more than one file in Finale on Windows 10, and then either save them or close them without saving, Finale forgets which folder I was in, opening the dialog in Worksheets and Repertoire folder the next time. If I open just one file, though, it remembers.

This is new behavior, and it's inconvenient. I get the same behavior with Finale 2014.5 and Finale 27 (though the unwanted new directiory is different). I suppose there's a good chance that Windows Update caused it.

I've tried resetting preferences, but that doesn't fix it.

Doesn't happen on my system - Win 10, Finale 27.4.1.110.
Are you sure your folder locations in Preferences are still as you want them?
If you really think it's because of a Windows update, you could do a Windows recovery to an earlier point, before the last update. It won't affect any of your files, recovers only a previous version of the operating system.
(I am actually stopping these updates since Windows 10 is soon no longer being supprted, nor updated anyway ...)

When the end of support for Windows 10 occurs, you will be able to buy a year of security updates for a nominal fee.

For some reason, I have no restore points, even though it's setup to use them. My disk is getting full, but I still have 64Gb remaining.

Folder preferences for "Music" is blank, meaning the last one used. It's been working fine until recently.
