Can't find these two noteheads in the note shape tool. Any suggestion will be appreciated

They are available in the Percussion layout, which I know absolutely nothing about. I'm sure someone will be along shortly to tell you how!

What do you mean by Percussion layout? How did you get those headnotes?

I changed to Maestro percussion font in Staff Attributes (Notehead Font) and it worked.

If a staff's notation style is set to "Percussion," then you can set up the staff with multiple percussion instruments assigned to the lines and spaces of your choice, and in addition, you can specify what noteheads you want to use for each instrument.

In the Score Manager, set Notation Style to Percussion, then pick a layout from the menu that pops up, or you probably want to create a new one. Best to read up on it in the manual, because it's a bit complex.

If you're using Finale 27 in a SMuFL document, then you should be able to find the noteheads in the new character selector for SMuFL fonts.
