When the time signature changes AND it happens at the beginning of a staff, it appears at the end of the previous staff line ... I do not want to show the time change at the end of the previous staff .. how would I do that

Welcome to the forum!

Document menu > Document Options > Time Signatures

De-select the option
Display Courtesy Time Signature at End of Staff System

By The Way:
There is a similar option for Key Signatures.

Generally (but this is not the “full story”):

Document Settings are in the Document Options.

Program Settings are in the Preferences.

If you only want to do it for a few measures, rather than globally, go to the measure tool, click on the measure, and check the proper option under display key signature: something like "don't display courtesy time signatures at end of measure" or similar wording. I don't have the exact prompts here, but if I'm seriously wrong someone will chime in with the correct answer.

The exact wording is "Hide cautionary clefs, key and time signatures."

In general they're a good thing, unless you're writing exercises or something like that, or there's a break between movements or songs.
