Brahms Requiem and Harp key

The Brahms Requiem's first movement calls for the harp to be written in D Flat Major whilst the key is actually F Major. But no matter what I do, I can't change the key. That was an easy one.
I do not understand why you could not change the Harp’s key signature.
Take a look at the attached Finale document.
I used the Key Signature Tool to change the Harp’s key signature to D Flat Major.
It was a two step process - since I had to change key signature for one staff at a time.
