I am creating a worksheet for my students, and the clef and key signature need to change with each measure. When I select the new clef and check "place clef after barline," it puts the clef after the barline, but after the key signature. How do I switch the key signature and clef in each measure so that they are in the correct order?
Any help would be appreciated!

Regarding your problem:
I would de-select “Avoid Margin Collisions” in the Page Layout menu, and then position multiple systems next to each other.

Here is another take on the layout.
In this example the examples play back in vertical columns:
1 - 5 - 9 - 13 - 17 - 21 - 25 - 2 - 6 - 10 - &c.
When the layout is done in columns, you can quickly enter the same system margins for all the systems in a column (except for one system).
