The simplest solution is probably that you add an extra staff to the entire document, and hide the staff where you do not need it.

To make the staff smaller, use the Resize Tool, and context-click the staff.
In the context menu, choose “Resize Staff…”.

To hide the staff, use two staff styles:
Hide Staff (and Collapse)
Force Hide Staff (Cutaway)

Another way would be to export it as a graphic from another doc, and place it into your new one.

This actually might be an occasion to use the dreaded Ossia Tool, since it contains only a single simple partial measure. I tried it and it seemed to produce a good result. But there may be drawbacks of which I am unaware that more experienced users will point out. And I think that you have to create the ossia measure in some other location in your file. I put mine at the very end of the piece on a dummy page that I wouldn't print.

A few years back I helped my daughter-in-law with her dissertation which included many examples like the one you posted. I experimented with the various ways of handling the notation, which have all been mentioned here already, and surprised myself by eventually choosing the Dreaded Ossia Tool. I wouldn't wish the Ossia Tool on my worst enemy, but you should give it a try as you explore the best way to do what you want, since the tool offers many options.

I wonder how long this tool will continue to exist in Finale. In the mean time, I think it should be officially renamed as Dreaded Ossia Tool and people who use it should get a free T-shirt.

My mistake. Obviously the ossia notes in the example refer to both languages, not only the translation into German. Please forget about my two-layers solution.

In your own posts, sometimes there is a X (delete) between the EDIT button and the exclamation in the triangle, but not always. I don't know why it is not there all the time.

I remember it well, Bill. There were several situations that came up that did not work so well with the Ossia Tool, e.g. positioning expressions, and smart shapes like slurs; but for the most part, it works quite well if one takes the time to learn the tool and can live within the limitations of the tool. Several workarounds were discovered, IIRC.

Ah, yes. Charles reminds me of one of the biggest drawbacks of the Ossia Tool -- that slurs in the origin measure don't get carried over to the target measure.

If that doesn't make sense, then welcome to the Ossia Tool.

I recall that when I did the project I described I would have to make a slur elsewhere on the page and drag it to the Ossia, then of course if there were any changes in spacing the slur would be out of place.

A slur made as a Shape Expression works. Before the Smart Shape Tool, that's how we did slurs.
