I am running Finale 2014.5 on a Mac. This is a problem I have had for a while and have not been able to figure out how to fix it. However I know it revolves around the Measure Tool and unchecking in Measure Attributes "Include in Measure Numbering". With one or more measures in a document now unchecked in Measure Attributes, the problem manifests itself when I want to change a time signature or key signature, it will change it in a measure down the line, so to speak, the same number of measures that I have excluded in the Measure Attributes dialogue box. I know there is a fix, can anyone tell me how this is done?
The example below illustrates the problem. The highlighted measure is/was the target measure for changing the time signature. However it was offset by the 1 measure I excluded in the document from being numbered.

Try this:
Go to the Finale Menu > Preferences. In the View pane, make sure "Display Actual Measure Numbers" is checked. This usually fixes the behavior you describe, which is a bug.

I like my defined measure numbers so I avoid unchecking "include in measure numbering" entirely, doing it with measure number regions instead. They've known about this bug ever since that that checkbox was added but seem unwilling or unable to fix it.
