I have Finale 25 on Windows 10.

I'm not able set a time signature over a range of measures for some reason. I've tried selecting the measures in question, while at the same time choosing one of the three options under "measure range" in the time signature tool. I'm only able to edit the measure that I initially select.

Odd. Is it a common time signature? Try right-clicking with the selection tool and setting it that way.

When I right-click over the measure to set the time signature that doesn't work (my default setting is 4/4 and it stays in 4/4). I'd like to set a range of measures in 3/4, but I have to set each one individually in the Time Signature tool.

Is there a setting that needs to be adjusted?

Try restarting the computer.

If that doesn’t help, post the file, and we’ll see if we can find the problem.
