How can I scale chord symbols in a sheet when I need, for example, put 4 or more chord symbols in a single measure, as shown in the figure attached?

What version of Finale are you using?

My Finale version is 2012 for Mac.

I think 2012 was before they changed chords to the present system. Back then they had to be attached to a thing -- a note or a rest, not a beat. So you will need to go to a different layer, usually layer 4, and fill the measure with four quarter rests and make them invisible, and attach the chords to those.

Or, you could use JW Change, to reduce the size. Be sure you download the older, 32-bit version, to use with 2012.

It shouldn't be necessary to reduce the chord symbols. Just find a workflow that solves the problem. The attached file has an idea that might be worth considering.
