Fixed measure widths?

Someone gave me a troublesome file to look at. In the file, all measures seem to have the same width everywhere, so measures with a lot of notes are jumbled. Music spacing doesn't fix it. If you open a default document, save the library "Document Options," then load that in the problem file, that fixes it. But if I compare the Document Options/Music Spacing screen before and after, they're the same. What else might be fixing the measures at a contant width that's immune to music spacing?

In Music Spacing > Spacing Widths, does the file use an allotment library rather than a ratio scaled width? If so, the allotments might be jazzed up. Could you post the file, minus music?

Here it is. I cleared all the music, then entered some notes in the Solo Violin staff in the first measure. Respacing doesn't fix that measure.

I should add that simply loading one of Finale's spacing libraries doesn't fix it, so it's probably not the spacing widths.

In Layer Options, Music Spacing is unchecked for Layer 1. Check it and all is well.
