Does the newest version of Finale have better crash cymbals than previous versions? I have never been able to get the cymbals loud enough to be heard over a full orchestral ff.

Have you tried placing your crash cymbals sound in its own Aria instance and increasing the volume of that Aria instance?

A crash cymbal may not be what you are thinking of. The cymbals that you see the percussionists 'crashing' and waving in front of him high in the air are actually clash cymbals. I don't think Finale 25 supports them.

BTW, they are also called concert cymbals.

In my experience, "crash cymbals" and "clash cymbals" are used interchangeably. They are the same thing. "Clash cymbals" strikes me as a little old-fashioned. I've never run across the term "concert cymbals", although I know what is meant (crash or clash).

I think different areas of the country have different names for lots of stuff. However, they are clash cymbals or more correctly concert cymbals. As long as we know what is meant, all is good.
If you go to a drum store and ask for a crash cymbal they will show you this.

I’m guessing they’re called “clash” cymbals because that’s their literal use. In GPO5 and in COMB2, they’re both #93–I’m not at the computer, so that’s from memory.

When I return to my computer, I’ll show how I do this, unless someone beats me to it.

How they are used and their name can be different. The fact is the ones that are "crashed" together are called clash cymbals. A crash cymbal sits on a stand in a drum set. I know how the term has come to be used, still doesn't change the fact.

Here in the UK, I think we'd certainly interpret these terms in the way you prefer.

In my orchestration class in 1962 we were told they are crash cymbals. I'll have to check the Kennan orchestration book. BTW I've also heard them called "hand cymbals" (as opposed to finger cymbals, I guess). No big deal. I just want a "real" sounding percussion section in my orchestra scores because they are played outside to lots of people. Does the Garritan Personal Orchestra 5 have realistic percussion instruments?

It also depends on who is playing the crash cymbals. A set player isn't going to stand up (normally) and crash two cymbals together. Where a concert band percussionists likely will.
