finale steam direction problem

Hi, why is finale writing my layer 1 notes steam down, even when Ive set DOCUMENT OPTIONS > LAYERS > layer 1 freeze stems up (checked).
How to make my notes all stems up by default?
Im on finale 2014, on windows 7

If you don't have notes in Layer 2, Layer 1 will look as normal.

Maybe it's better to use Utilities > Stem Direction > Up.

Is there a way to make that "normal" stems go up by default?
Im a drummer, 90% of what I write are layer 1 steams up hihat notes... I have a shortcut for change stem directions, but this way is making me waist one process always having to change stems directions...

If I understand you correctly, you need Layer 1 to freeze all stems up, right?

Go to
Document Options - Layers
and, in the settings for Layer 1, de-select the option “Apply Adjustments Only If Notes Are In Other Layers”.
