User of Finale since version 3.0 on Windows.
Now using a mix of Finale 2012, Finale 25, and 26.1

My former example is {stems across two staves}.
{Cross-staff notes} is my latter example.
Anyway, it is quite easy to do cross-staff notes if you use the Cross Staff plug-in (from TG Tools).
The plug-in communicates directly with the Selection Tool via keyboard shortcuts:
1) Enter all the notes in the same staff.
It does not matter whether you enter the notes in the lower or the upper staff.
The notes that belong to the other staff, may get a lot of ledger lines, but do not worry.
2) In the other staff, hide the rests.
3) To make a note display in the other staff, use the Selection Tool, and select only the area the note occupies (= drag-select, but begin the dragging outside the staff).
Then, hold down Alt, and hit the UpArrow key to move the note up (if the note was entered in the lower staff), or hit the DownArrow key to move the note down (if the note was entered in the upper staff).
By The Way:
A plug-in only does what you can do with Finale “manually” yourself.
The plug-in just does it faster.
