Changing stem direction based on vertical position

I'm writing some percussion parts, and need to change which vertical position causes stems to flip from up/down on a single staff. For example, currently placing a note on the middle line (B in treble clef) results in a downward stem; I want that position to result in an upwards stem.

I know there must be some way to do this because I've done it before and have a document with this exact modification to prove it.

I'm using Finale 2014 on Windows

Window menu > ScoreManager > Instrument List > Staff > Other…
