Is there some way I can double the time value of each note in a piece (and change the time signature too)?

Jari's JW Meter and Rhythm plugin can be helpful for this. It's hard to suggest specifics without a sample to study. Please post a short sample and we can then suggest details.

Your example of what you are trying to get as the end result is in 4/4, but the first bar has only 3 beats. I think you wanted a half note first?
