Moving Systems to an Inserted Blank Page

I have a part that is over 30 pages in length.
I want to decrease the density of systems on the page without having to readjust 30+ pages of systems.
To this end I have inserted a blank page between pages 1 and 2.
However, when I try to move systems onto that page, the systems skip New Page 2 and go directly to page 3.
How can I format an inserted blank page to accept systems?
Is there another way to insert a new page so that systems can move onto it?

Inserted blank pages are not intended for that purpose. They're generally used for blank pages, title pages, etc. As far as the music is concerned, Finale ignores them. If you want to decrease the density of the layout, you shouldn't add pages manually but instead let Finale do it. There are several ways of doing this without disturbing the layout after that point (more or less), one of which is by adding page breaks at the beginning of the system you want to move and at the beginning of the system you don't want to move.

One piece of advice, if you use page breaks remember where you use them. Sometimes they will not let you do what you want because they do exactly what they are supposed to.

Just make sure that you have the option to show locked systems and page breaks turned on. Then you don’t need to remember where you put them.

Those are great tips, but that doesn't solve the "moving" of text and images (unless they are attached to a specific measure).
What I really wanted to know how to do is to insert a page (with some systems on it) without disturbing ALL of the layout from that point on.

Page attached items are attached to a specific page.
After you have inserted, Finale can not know that you now need the item attached to a later page.
For text blocks you can change the page attachment to another page, via the dialog box Frame Attributes (look in the Text menu).
But you probably knew that already.
I suppose that there are two layout elements that you DO want “disturbed” (or rather updated):
Measure Numbers and Page Numbers - right?
