Freezing multimeasure (and individual measure) spacing

Windows 7 Finale 2014.5

I'm working on a large set of individual orchestral parts. In order to effect manageable page turns, a few staves have less measures than spacing would ordinarily allot, which I'm adjusting by having the last measure be a multimeasure rest (or occasionally a single measure rest), and then spacing that out extra large.

The problem I'm running in to is that I when I send these to print, all these adjustments get wiped out. Is there any way to freeze these measures, or otherwise lock their width in somehow?

I would start with the setting in Document Options regarding automatic updating of MM rests. Uncheck that option.
