I can't seem to hide the rests on the attached even though I selected them and clicked "H."

I only see default rests. Those are automatic, and can't be hidden with the H key. If you want all of those hidden, then change the Staff Attributes to not show them.

To hide on a measure-by-measure basis, enter a whole rest and hide it. There is a plug-in to convert default rests to whole rests. I can be applied selectively; I don't recommend running it on the entire document.

I unchecked rests in Staff Attributes and nothing changes.

Unchecking Rests in the pane {Items to Display} does not hide Default Whole Rests.

Instead, in the Staff Attributes, in the pane {Behaviors}, un-check “Display Rests in Empty Measures”.
