In the Smart Shape designer, in the Text field, editing doesn't allow inserting symbols (Inserts – Symbol…). Why? It is very unintuitive/inconsistent, since it is available everywhere else.
Or I am missing something?

You probably mean the Smart Line Designer.
I do not know of a dialog box called Smart Shape Designer.
Indeed it looks like you have found a bug.
You should report the bug to the folks in MakeMusic’s Tech Support.
However, there is a workaround:
1) Use the Text Tool to create a text block.
To edit the text in the text block, you can e. g. use
Text menu > Edit Text…
2) When you are in the dialog box Edit Text, the sub-menu Inserts does work, and you can insert whatever you need.
3) Next, select the text, and copy it to the Clipboard.
4) Switch to the Smart Shape Tool, go to the Smart Line Designer, and continue to the text field.
You can paste the text from the Clipboard, even if the text contains a Text Insert.
I just tried it with a sharp as a Text Insert (Mac Finale shortcut: Shift-Command-S), and it works.
