I took a template for 18 staves and added one to it since this arrangement had one more horn in it.

Now when it's time to edit the linked part, it's not showing up in the Edit Parts list.

When I scroll through (I'm on Windows, Finale v26) using Ctrl Alt + . (or ,) the part doesn't show up there, either.

Please help me figure out why I can't see the individual part. Thanks!

Staves that are added manually need to be added manually in the Manage Parts Window. Create a new Part, name it what you want it to be named, and choose the staff that goes into that part. That' should give you the new part in the list.

I'm on Mac, but I would Delete Parts and Re-Generate.
Did you add the Inst with the Score Manager?
