Creating multiple measures within a measure

Good day,
I'm looking to find a way to create 14 measures of silence within one measure in a transcription I'm working on. One measure needs to have the number 14 above it, the symbol for repeating measures, and then to make sure that continued measure count is accurate. I've included a picture for clarity.
I'm using Finale 2011 on Windows 7

This is a Multimeasure Rest. Highlight the 14 blank bars with the Selection Tool. Right Click and under Multimeasure Rests, choose Create.
