If I write for two pianos and I want them to tuned a quarter tone apart, can I set the tuning appropriately? If Piano I is at A440, what should Piano II be? And will it play back?

I believe since the ratio for quarter tones is 1.0293, the tuning for the second piano is either 452.39 or 427.47 (depending if you're going higher or lower.

I don't think Finale can play quarter tones as is. There's probably some sound library out there that can do it.

I know that https://noteperformer.com will allow you to change your tuning. I don't if it will let you have 2 tuning systems at once. You can get a free trial at the site so it might be worth checking out.

Note: I'm not affiliated with Noteperformer. I've just been using it for half a year now and really like the results.

since you only want two instruments tuned 1/4 tone apart, simply load two pianos, and retune one of them in the Aria player.
yes, Finale can do this.
User of Finale since version 3.0 on Windows.
Now using a mix of Finale 2012, Finale 25, and 26.1

For one of the pianos, you can use an expression and in Playback -> Type -> Pitch wheel with the appropriate value.
