I am working on an arrangement from a Clara Schumann lieder, and in the piano accompaniment there are sixteenth notes moving from bass clef to treble clef. The 4 16ths are beamed together across the two staves. Can Finale do that?

Yes. Look up "Cross Staff Notes" in the manual, and come back if you have questions.

For the situation illustrated, write the notes in the bass clef with the others, then use the Note Mover tool. Click on the measure, and using the handles which appear, drag the notes to the upper staff.
If you haven’t already done so, make sure you select Cross Staff in the menu.

Finale can do it, but PrintMusic (which you show in your signature) can’t. It doesn’t have the Note Mover tools. Sorry.
